What is this about? The ocean or is it a metaphor?

"
Confined in a circle, calling me to dance among the waves
The crystal blue water enticing me to stare
The storm that may envelope it becomes its slave

The limpid water is forbidden
Chained and restricted, only some are welcomed in
A warning for those who dare try to wander

An eddy of emotions, some that can’t be traced
Trying to figure out the mystery
That keeps calling me back to this place

You paint a very solemn and profound world in this poem. Very moving and engaging; the musicality flowing like a genuine ocean that ebbs and flows while carrying the reader along with it. The line should read "dare try to wander" (it sounds and flows better that way), but other than that, this is marvellously structured and weaved. Well done!
