It means that we are getting something to occupy our minds to feel that our opinions matter. It means thst we are listening to lies and being deceived by the images. The cooks pretend feeding us the truth, they have their own agenda and the more we want it the more we get.

I gather he was seventeen, she fifteen at the time. Beware the broth indeed, especially when it comes so late to the table.

An exceptional senryu, and it is obvious that the lines trumpet the author's wisdom. Excellent poem and a great job to read. :)
