Step 4) An intriguing first chapter or page:

After all that stuff, some people may still not be fully intrigued. This is where they normally read the first chapter or page. You want your first page to truly intriguing, making your readers want to just keep reading. A good way to do this is suspension. Make something happen and then maybe backtrack on how they got there and what's happened during that time.
