this is a treaty. It involves multiple nations. after talking to one of my lawyer friends i have learned alot about this. It is virtually impossible to enforce this. It is truly just a scare tactic. still horrible of course and yes few people will go to jail to make a show of. but this is impossible to regulate and will change absoulutely nothing in how the internet functions to this day. but encouragement to keep yourself knowledgable about this stuff is important. the smarter the public is the more  prepared we will be for the future so instead of asking what this is on a forum. i encourage all to google it.
