Beginners Block Forum The Beginning

What is the best way to start a story? I've heard some people say that beginning with a character in mind is the most realistic way, because that's what life is like; you are thrown into it, a complete person (or at least arguably complete). I've also heard that an image is enough to inspire a setting, and that things just flow from there. Then, of course, there is the plot, which some would say is the basis of any story and is the best place to start. I haven't ever written anything more complex than a short story, and I don't know where to start the "writing process" of something bigger. Suggestions? Ideas? Thanks.
