Crafting Law Rune is unlocked upon having reached the level of Runecrafting 52. You'll have to finish Troll Stronghold, the Troll Stronghold quest (required skill levels 15 Agility and 30 Thieving and 43 Prayer) for the chance to get Law Talisman granting access to Law Altar.

Once you've done the above, you're all set to after that, you're ready to go. Law Altar can be accessed through a direct trip towards the northeastern regions of Entrana or via Abyss.
