To Joy or To Weep

It is said that

One is to rejoice

When it comes time

But all find that 

Time at different points

Better to weep at joy 

Comes seldom to me

But neither does 

Joy at weeping

So when do I

Joy and when 

Do I  weep

There is no set

But neither 

Do I see is better
