The pair pirouettes on

                                  the pier.

The lightning wasn't quite right

             

they

couldn't quite focus on point.

I am not sure what happened to them.

They just kept spinning 

on their own

in the mist.

this is a very interesting story, made me think. i'd say it could be interpreted a number of ways. they could be people stuck in a cycle/the past, people who are lost trying to find themselves, they could be ghosts..
i love how you left the word "they" (line 5) by itself, it emphasizes the fact that they're alone. very creative!
