Dams are nice.
A flood comes. over the dam.
The streets are sandbagged. but the water. rises.
The. People. Panic. And. Jump. On. Any. Boat.
Waves come over the boW.
where is the bilge pump they cry afraid of sinking too late

mouths move but

who can say?

the last line, is it necessary? it seems it could end with "mouths move but"

I definately don't think the last line is necessary. I like how the beginning seems like it's going to be some flowery poem about dams, and then it turns into...
