I can only assume that the Oreos represent the combination of black and white culture. And dipping into the white milk implies a drowning into the white controlled Western political landscape. The "sharing is optional" line would harken to the inequitable distribution of resources.
Nah, I'm just screwing around. It is a lovely little poem.
