At the Yasenovo SVR headquarters in his spacious office Arkadi Tiomkin the head of illegal agents' department, decided to bring up the issue that troubled him since last night; when he received the Toronto Russian consulate message, as the weekly meeting first subject to deal with, and to find a suitable solution to that problem.

'I've received an urgent message yesterday from the Toronto consulate, it's from Abramov our western Canada net's head. He recommends employing Garin in a European country, which means he expects us to order him back.' He cleared his throat nervously, exposing his worries openly. It was his Idea to send Garin to Toronto, to get in touch with the department's dormant agents; and that half Jew Abramov that is a bitter rival of his since the beginning of their career, is scolding him indirectly…

'Has he explained why sir?' His deputy asked him with surprise.

'He says that they've noticed lately that Garin is under surveillance, and he's afraid that Garin genuine identity might be found out in the long run; so in his opinion we'd better employ Garin elsewhere, and not in North America.'

'Sir does anyone else among Abramov's men know Garin previous identity?' One of his experts ventured to ask.

'No, Abramov alone knows it; No one else in the consulate is authorized to decipher his personal mail and messages.

'But every man that serves in our embassy and consulate abroad in under surveillance or watched from time to time, so what the difference and what is he afraid of?' His deputy exclaimed raising his voice, and showing off his loyalty to his boss.

'Yes you're right Semion he's no reason to be afraid of, our decision to send Garin was right. I do know Abramov quite well, and I think that he used Garin in some way… I mean in some of his special assignments, and that's how Garin attracted the Canadians' attention.'

'He might worsen Garin's safety and blame us sir…'

'Alright we'll give Abramov the green light to send Garin back, and we'll find some other ways and means to prepare Garin for his next stage.' The illegal agents department's head summed up Garin's future, and brought up the next discussion's issue.
